The Centre is designed to provide an analysis of the situation and promote the prospective personnel resources needs of the Research and Academic Centre "Kuzbass" participants and potential external contractors. The centre trains highly qualified staff taking into account current and prospective directions of social and economic policy of the region.

- System approach to the training of the personnel in research and development for the Centre's participants;

- Development of new approaches and technologies for training management personnel conducting research and development;

- Advising participants of the Centre on training of highly qualified management staff conducting research and scientific development.
