Scientific and methodological sources of information on the topic have been analyzed. Project management is important, has been distinguished as a separate discipline since the early 1980s. The project management body of knowledge is a universal methodology designed to provide the basic competence and skills of project management personnel to perform complex, systematized work in an orderly manner. There are a wide variety of project management manuals that should help the project manager guide the efforts of all team members throughout the project lifecycle to achieve a common goal. Despite the detailed guidelines described in each methodology that can be used in a variety of settings, not all methodologies are equally universal. Scientific and methodological provisions for the development and implementation of an effective management system for research, innovation, production and market launch of new products based on scientific and production partnership of scientific, educational organizations and real business are not presented.

It is determined that when developing and implementing an effective management system for research, innovation, production and market introduction of new products, the specific characteristics of the management object (complex program) should be taken into account:

The interpretations of concepts and acts containing them are presented, as well as the problems of technology transfer and ways of overcoming them in relation to the subject composition of the comprehensive program are identified and formulated. The experience of some Russian regions with a high rating in terms of technology transfer activity and inventive activity coefficient was studied and taken into account. The novelty of the approaches of this study lies in the consideration of technology transfer processes both through the prism of studying linear processes and in accordance with the specifics of the processes and problems faced or may be faced by the participants of the integrated program.

The results of the work on improvement of legal regulation and revision of performance indicators of various organizations, carried out by the authorities of the regions and Russia as a whole, which are in charge of issues related to ensuring the technological sovereignty of the country, have been studied.

The basis of the system of effective management of partnerships and complex scientific and technical projects (by the example of a complex scientific and technical program of a full innovation cycle for scientific and technical support of the coal industry of Kuzbass) within the framework of the world-class scientific and educational centers being created on the basis of monitoring and synchronization of scientific research, specialized digital services has been developed.
