Scientific and methodological sources of information on the topic have been analyzed. Project management is important, has been distinguished as a separate discipline since the early 1980s. The project management body of knowledge is a universal methodology designed to provide the basic competence and skills of project management personnel to perform complex, systematized work in an orderly manner. There are a wide variety of project management manuals that should help the project manager guide the efforts of all team members throughout the project lifecycle to achieve a common goal. Despite the detailed guidelines described in each methodology that can be used in a variety of settings, not all methodologies are equally universal. Scientific and methodological provisions for the development and implementation of an effective management system for research, innovation, production and market launch of new products based on scientific and production partnership of scientific, educational organizations and real business are not presented.
